UEFA has commissioned an independent report in an attempt to identify the issues which occurred before Saturday's Champions League final.
The showpiece occasion in Paris was delayed for 36 minutes, UEFA initially claiming that it was due to the "late arrival" of Liverpool supporters rather than many social media videos proving otherwise.
Thousands of Liverpool fans were left in queues outside, turnstiles being closed due to allegations of fake tickets being used and local youths attempting to enter the stadium without one.
The Liverpool fans which were left with nowhere to go, which included children, were subsequently tear-gassed by French police, actions which have been widely condemned.
On Monday, French authorities blamed "industrial-scale" ticket fraud as the reason for the issues, and French sports minister Amelie Oudea-Castera laid the blame at the feet of Liverpool, rather than the heavily-criticised organisation of the French police.
In response, UEFA says that a "comprehensive review", which will be led by Dr Tiago Brandao Rodrigues, will now take place, a statement saying: "Evidence will be gathered from all relevant parties and the findings of the independent report will be made public once completed. Upon receipt of the findings, UEFA will evaluate the next steps."
After the game, Liverpool defender Andrew Robertson described the organisation as "a shambles", the Scot saying that one of his friends with a genuine ticket was turned away after it was claimed to be fake.
