According to Tuttomercatoweb, Newcastle have submitted an offer of €10m (£8m) for the striker, but his club are believed to want €15m (£12m).
Hernandez has scored seven times in 14 appearances for Uruguay, including four goals against Tahiti during last year's Confederations Cup.
