Jos Buttler has been handed a recall to the Test ahead of England's opening fixture with Pakistan later this month.
The 27-year-old has not featured in the five-day format of the game since December 2016, but the Lancashire man will be used solely as a batsman at number seven with wicket-keeping duties going to Jonny Bairstow.
There is also a surprise call-up for Bess, who effectively takes the place of Somerset teammate Jack Leach who broke his thumb on Monday.
The 20-year-old has only played in 16 first-class matches, taking 63 wickets at an average of 22.49, and the youngster already has a ton and two half-centuries to his name.
James Vince is the most notable absentee having failed to make a sustained impact in the winter Tests against Australia and New Zealand.
The first Test encounter with Pakistan begins at Lord's on May 24.
