Jos Buttler's 86 off 72 balls ensured that they posted a competitive score of 214, but Jade Dernbach bowled him in the final over to finish with four wickets.
Surrey lost Steven Davies and Jason Roy early on in their innings to give Somerset hope, before rain intervened.
The rain delay meant Surrey's target was adjusted via the Duckworth-Lewis method to 186 off 30 overs.
Surrey captain Rory Hamilton-Brown continued where he left off, firing 78 off 62 balls before he was run out by Jos Buttler.
It left Zander De Bruyn and Matthew Spriegel to see Surrey home and they sealed a five-wicket win with 15 balls to spare.
