One of the pre-competition favourites, Mears was on the back foot for most of the content after scoring just 33.25 for the second dive of his routine, the reverse 3-1/2 tuck.
The GB star, who yesterday finished fourth in the synchro with Jack Laugher, eventually accrued a total of 390.40 - only good enough for joint-21st on the leaderboard.
Mears's elimination was not the only shock of the session, as circuit regulars Cao Yuan of China, Stephan Feck of Germany and Canada's Francois Imbeau-Dulac also failed to make the cut.
Freddy Woodward did make it through for Team GB, meanwhile, claiming the final spot in the semi-finals with a score of 393.40. Jamaica's Yona Knight-Wisdom, who trains with Team GB, was also through in 17th place to secure his Olympics participation.
Oliver Dingley, who has switched allegiance from Team GB to Ireland, realised his dream to be the first Irish diver at an Olympics in 68 years with an 11th-place finish in the prelims.
The semi-final and the final of the 3m springboard will take place on Monday.
