The Brazilian is refusing to return to the Ukraine due to the ongoing conflict in the Crimea region.
Both North London clubs are considering making a move for Costa to add to their attacking options ahead of the new season, according to The Express.
Costa signed for Shakhtar for £4.7m and has four years left on his current contract.
The 23-year-old is not a prolific scorer, though he has helped his club to five successive Ukraine Premier League titles.
