According to Goal.com, Barca are preparing to launch an official bid for the 27-year-old in the hope of striking an agreement with the French champions.
PSG, though, are believed to have told the Spanish giants that they will not sell Neymar after the start of the 2019-20 Ligue 1 campaign.
The South American scored 105 goals in 186 appearances for the Catalan giants before moving to the Parc des Princes in the summer of 2017.
