Blackburn Rovers' Indian owners Venky's are believed to have given manager Steve Kean the go-ahead to launch bids for Fulham striker Andy Johnson and Nottingham Forest defender Chris Gunter.
It has been widely speculated that the Scotsman has been keeping tabs on the duo. However, rumours about the future of Kean has marred the progress of potential transfers.
It is believed that the under-fire manager has been given permission to clinch four signings in the January transfer window, according to The Mirror.
"I have spoken to the owners for many hours over the last couple of days," Kean is quoted as saying. "We will be getting people in as soon as possible. We have got players on the sidelines and we are thin on the ground.
"It will be crucial to strengthen in the early part of the window. I've been asked to compile a list with the areas we want to strengthen. We are trying to get people in quickly. I would like four."
It is thought that West Ham United frontman Carlton Cole could be a potential signing for Kean on a loan basis.
