Both sides had chances to break the deadlock in this Serie A contest in the first 45 minutes, but failed to do so.
Then in the 69th minute hosts Catania went ahead as Pablo Barrientos flicked on a cross that bounced over the Palermo defenders to go into the net off the inside of the far post.
Josip Ilicic squandered a good chance minutes later to equalise for the Rosanero, but redeemed himself in the fifth minute of injury time with the last kick of the game.
The attacker found himself at the end of an Abel Hernandez header and turned it home from close range. The equaliser sparked off a brawl during celebrations that saw Mariano Andujar dismissed for a straight red.
The draw leaves Catania in ninth place in the Serie A table, while Palermo are third from bottom.
