England manager Roy Hodgson has revealed that he scouted Eden Hazard when he was in charge of Liverpool, but decided against making an offer for the player.
Hazard, 21, is expected to complete a big-money move to Chelsea this summer after choosing the Champions League winners ahead of both Manchester clubs.
"I went to watch Hazard as a potential signing when I was coaching Liverpool so I know how good he is. It was a game between Lille and Monaco and he had one of those days where he electrified the stadium," said Hodgson.
"Every time he got the ball it seemed the crowd jumped to attention because they expected something to happen. Quite simply, what Hazard will bring to the Premier League is his talent.
"That is what Chelsea have invested in and I am sure now he will be looking forward of playing in the Premier League."
Hazard is expected to come up against Hodgson's England side when they face Belgium in their final Euro 2012 warm-up game on Saturday.
