Thomas Tuchel had the option to use Ruben Loftus-Cheek instead of Gallagher, but the versatile Englishman remains at right wing-back with Reece James playing in the back three.
Marc Cucurella has retained his spot on the opposite flank to Loftus-Cheek, while the front three of Mason Mount, Raheem Sterling and Kai Havertz remains the same.
Despite having previously not being given a squad number, Ethan Ampadu is selected on the substitutes' bench for the first time this season.
Meanwhile, former Chelsea forward Patrick Bamford misses out for Leeds as he nurses a minor groin injury.
