The 21-year-old, who was released by Spurs earlier this summer, recently trained with Plymouth Argyle.
However, he has now linked up with Derby and he played 90 minutes as the Rams lost 2-1 to Crewe Alexandra in an Under-21 fixture on Monday.
Parrett made just four first-team appearances during his time at Spurs, all of which came in the Europa League.
He has represented England at various youth levels.
