There were three goals in seven first-half minutes as Chris Erskine opened the scoring for the visitors after 12 minutes.
Hibs restored parity through Dominique Malonga's second goal in as many games before Aidan Connolly gave his side the advantage once more two minutes later.
Jason Cummings made it 2-2 after the break with a close-range finish, but the visitors led once more when Ryan Dow headed home Blair Spittal's corner after the hour mark.
Hibs responded once again with 13 minutes remaining thanks to Matthew Kennedy's effort from outside the box.
Neither side were able to find the breakthrough after a further 30 minutes of extra time, meaning that the game was taken to penalties where it was level at 6-6 before Townsend converted to give his side the win.
