Brazil international Bernard has reportedly agreed personal terms and been granted a work permit ahead of his proposed move to Everton.
The 25-year-old has been without a club since leaving Shakhtar Donetsk at the end of last season and landed in England yesterday to complete his move to the Toffees.
Everton are understood to have beaten a host of teams - including the likes of Chelsea, Inter Milan and West Ham United - to Bernard's signature, and confirmation of his arrival is expected before today's 5pm transfer deadline.
Sky Sports News reports that the final hurdles of the deal have now been overcome, with the midfielder set to join on a free transfer after completing his medical.
Bernard has won 14 caps for Brazil, although the most recent of those came more than four years ago.
