The Championship club reportedly see the 19-year-old as a replacement for the injured Mark Davies, who was recently ruled out for 10 months.
The Turkish international could now join the Trotters on a temporary basis until the end of the season, according to The Mirror.
Frei made three appearances for Cardiff City during a loan spell at the end of 2012.
