The 26-year-old has been linked with a number of clubs during the summer, including Tottenham Hotspur, but it now appears that Fulham manager Martin Jol is close to securing Ruiz' services.
The Whites will pay the Dutch club £10.3m, according to Sky Sports News.
Ruiz joined Twente in 2009 and was the club's top scorer last season with 24 goals.
