In a first half that saw five goals, Luis Nunez got the ball rolling after nine minutes when he latched on to a lofted cross to volley beyond Germany stopper Manuel Neuer.
Wilson Pittoni doubled the South Americans' lead five minutes later when he capitalised on some indecision in the German area to half-volley past Neuer.
Ilkay Gundogan grabbed one back for the home side on 18 minutes when he combined well with Borussia Dortmund teammate Marco Reus and Philipp Lahm before curling beyond Paraguay stopper Justo Villar.
Germany managed to force their way back into proceedings when Bayern Munich midfielder Thomas Muller timed his run well to dart into the area from a pass from Mats Hummels before guiding it into the net just after the half-hour mark.
With the game heading towards a half-time draw, Miguel Samudio pounced to send the visitors in 3-2 at the break.
After the break the Paraguayans held firm against the Germans with Villar making an exceptional stop from Fiorentina forward Mario Gomez just before the hour mark.
However, it was Lars Bender who equalised for Joachim Low's side with 15 minutes after Lukas Podolski's cut-back was met by the midfielder who sent it beyond Villar to restore parity again.
