The Turkish outfit were given permission to talk to the Dutch international after agreeing a reported €10m (£8.2m) fee with Inter Milan.
"We are awaiting a response from Sneijder, and that should come within the next 24 hours," Tulun told Radyospor.
Sneijder has not played for the Nerazzurri since refusing to cut his €6m (£4.8m) annual salary.
