The 22-year-old's existing deal at Old Trafford is due to expire in June, meaning that he is currently free to discuss terms with foreign clubs over a free transfer.
United are believed to have offered the Netherlands international a contract until June 2024, but according to the Manchester Evening News, the versatile defender has rejected the terms.
The report claims that the Dutchman wants to stay with Ole Gunnar Solskjaer's side but feels 'undervalued' by the initial terms that were offered by the Premier League club.
Fosu-Mensah, who is said to be attracting the attention of Monaco, Marseille, Hertha Berlin and Bayer Leverkusen, has made 30 first-team appearances for the 20-time English champions.
This season, the former Ajax youngster has featured on three occasions for Solskjaer's team.
