The 21-year-old is widely regarded as one of the best young talents in European football, with his form this season attracting a host of interest.
Man United are believed to lead the race and are confident of securing the Dutchman due to his close relationship with Louis van Gaal.
However, according to The Sun, Man City are also in the picture and will compete for the attacker's services when the summer window opens.
Depay, who represented Netherlands at the 2014 World Cup under the stewardship of Van Gaal, has scored 23 times in 34 games for PSV this season.
