The Spanish club's president Josu Urrutia claims that the Premier League champions made a bid for the 24-year-old on Thursday.
"We received the offer from Manchester last night and what we told them was we don't negotiate for our players," BBC Sport quotes him as saying.
United's bid for Herrera was reported to be £25m.
