The 40-year-old managed to turn his team's fortunes around following an injury-ravaged period by guiding his players to three wins from four.
Plymouth entered the New Year at the top of the League Two table and are currently three points above second-placed Northampton Town.
Darrell Clarke is also nominated for the gong after his Bristol Rovers team went five games unbeaten, scoring 10 goals and collecting 13 points in the busy month of December.
Wycombe Wanderers boss Gareth Ainsworth also had a positive end to the month by guiding the team to three wins over the Christmas period, which has put them three points within the playoff places.
Shaun Derry has rounded off the shortlist by helping Cambridge United overcome a bad spell by overseeing three wins and a draw in their four games in December.
The winner will be announced on Friday.
