Reports from South America have claimed that the Citizens are closing in on the signing of the 21-year-old forward from River Plate, who is understood to have a release clause worth around £17m.
City are keen to recruit a new striker either this month or in the summer, with Alvarez one of several targets that they have identified.
However, the Manchester Evening News reports that any move for the youngster would not affect their interest in signing either Haaland or Kane.
City would be expected to loan Alvarez back to River Plate or to a club in Europe for the rest of this season, should they win the race for his signature.
Borussia Dortmund star Haaland remains a primary target for the Citizens, who are understood to have arranged talks with the player's representatives this week in an attempt to move ahead of their rivals.
Meanwhile, City still hold a firm interest in Tottenham Hotspur talisman Kane, who recently expressed his desire to play at the "highest level".
