The teenage quartet of Rebecca Sherwin, Emma Cain, Abbie Wood and Darcy Deakin clocked a time of 4:13.43 in the first heat.
Only Russian Federation could do better, with their team coming first in the second heat thanks to a time of 4:09.96.
Germany (4:13.93) look to be Great Britain's nearest rivals, while Netherlands (4:16.63) were further back to finish fourth overall.
Team GB's Wood has already tasted success at the European Games, winning gold in the 400m individual medley on Tuesday.
