World Anti-Doping Agency chairman Dick Pound has claimed that IAAF president Lord Sebastian Coe is the best man to clean up the organisation.
An 89-page independent commission report, which was written by Pound, has been released, claiming that the IAAF council "could not have been unaware of the extent of doping in athletics" in Russia.
When asked by reporters if Coe's position as IAAF president is tenable, Pound said: "We have not descended to any individual athletes or sports official. We have pointed out that the council could not have been unaware of the situation.
"It's a fabulous opportunity for the IAAF to seize the opportunity and move forward. I can't think of anyone better than Lord Coe to lead that."
Last week, three senior officials were issued with lifetime bans amid allegations of doping cover-ups in Russian athletics.
