The midfielder has endured a mixed two years in North London, making just 40 starts in the Premier League after his £60m switch from Lyon.
With the Frenchman's situation having not improved under new boss Nuno Espirito Santo, The Athletic claims that a move elsewhere could be in the offing.
Although Ndombele's absence during the summer was partly due to paternity leave, the 24-year-old was not given an opportunity against either Chelsea or Arsenal.
The player is highly unlikely to be involved against Manchester City at the weekend, leaving him to target an appearance in the UEFA Conference League the following week.
Ndombele still has four years remaining on his contract at the Tottenham Hotspur Stadium.
