The Football Association has condemned the "disgraceful conduct" of a group of men - believed to be England fans - making Nazi salutes and shouting anti-Semitic slogans in a video.
Footage published by The Sun features several men in Volgograd, the city where England played Tunisia in the World Cup on Monday night, raising their arms and shouting "Sieg Heil" in a local bar.
The men in the video are believed to be taunting fans of Tottenham Hotspur, a club which has a historical association with London's Jewish community.
"We strongly condemn the actions of the people in this video," the FA said in a statement.
"We are working with the relevant authorities, including the UK police investigations team, who are making enquiries to identify the individuals involved and take appropriate action.
"The disgraceful conduct of the individuals in this video does not represent the values of the majority of English football fans supporting the team in Russia."
England are due to play their next Group G game against Panama on Sunday.
