FIFA is reportedly considering the introduction of a January transfer cap that would see clubs limited to four new signings in the window.
More than 150 representatives from FIFA, UEFA, the FA and the Professional Footballers' Association assembled on Wednesday to discuss ideas for the future of football.
According to the Evening Standard, one of the key topics for discussion was how to limit financial domination in the game.
It has been suggested that "in excess of 80% of financial deals in football are conducted by agents", while FIFA boss Gianni Infantino has claimed that there are significant leakages from the industry due to "illegal transactions" occurring every season.
The report adds that stricter criminal background checks could be introduced for anyone financially involved with a football club.
The financial restrictions are likely to come into place in January 2019, should the proposal be ratified.
