The wide receiver missed the end of the 2013 season due to a family matter, which saw him placed on the team's non-football injury list.
According to ProFootballTalk, the AFC North side plan to argue that Bess's guaranteed salary for the coming season has been voided by his absence.
Meanwhile, NFL.com reports that Bess has been seeking treatment at a medical centre following his arrest at an airport last month for disorderly conduct and resisting an officer.
