Dumfries had seemingly emerged as the leading target, with the 25-year-old impressing for PSV during the 2020-21 campaign before enjoying a strong Euro 2020 for the Netherlands.
However, a recent report claimed that Everton were set to be priced out of a move for the defender, who has also been linked with Bayern Munich and Inter Milan in the current market.
According to the Liverpool Echo, the Premier League club had been confident of signing Dumfries, but they are now looking at alternatives to the Dutchman.
The report claims that discussions between Everton's director of football and head coach Rafael Benitez about the full-back are ongoing.
The Toffees, who will open their 2021-22 Premier League campaign at home to Southampton on August 14, have signed Asmir Begovic, Demarai Gray and Andros Townsend this summer.
