Liverpool are reportedly close to agreeing a deal with Uruguay club Nacional that would give the Merseyside club first option on young stars produced by the team's academy.
The Nacional academy moulded current Liverpool stars Luis Suarez and Sebastian Coates.
"Liverpool would come and watch how our academy works and would have first option on signing our young players," a Nacional spokesman told BBC Sport.
"We are working towards finalising an agreement as soon as possible."
Nacional have been at the heart of Uruguayan football in recent years, with 14 of this year's Copa America-winning Uruguay team having either played for the club, or were developed in its academy.
