The 19-year-old scored three times and contributed two assists in 37 appearances for Los Che during the 2018-19 campaign, following on from the 16 first-team appearances that he made in 2017-18.
According to the Daily Mail, Arsenal are 'monitoring' the teenager ahead of a potential bid, while Leicester City have also been credited with an interest.
Torres, who appeared in 24 of Valencia's 38 La Liga matches during the recent season, will see his contract at the Mestalla expire in the summer of 2021.
Arsenal are only expected to have around £40m to spend on new players in this summer's transfer window.
