The 29-year-old, who joined Juve from Bari in 2010, has been linked with a move to the Premier League in recent weeks.
Chelsea and Manchester United have been rumoured as potential destinations, but it is believed that Pep Guardiola's City have made the first move.
According to Sky Sports News, the North-West outfit have submitted a £38m offer for the Italy international, but Juventus have rejected the bid.
Since becoming City manager, Guardiola has signed Ilkay Gundogan and Nolito.
