According to AS, Liverpool are set to table a £41m offer for Saul, and Atletico are not in a position to turn the Reds' bid down.
The Spain international remains contracted to the La Liga champions until the summer of 2026, but he struggled for consistent starts last term and only had a hand in three goals from 41 appearances in all competitions.
Saul did feature on 33 occasions during Atletico's triumphant league run, but he started just 22 of those games and was not included in Spain's Euro 2020 squad.
