Planas has become the second player to swap Barcelona for Celta this summer, following Sergi Gomez, who made the move to Vigo last month.
Planas, 23, came through the La Masia academy, but has struggled to make the breakthrough into the senior team at the Camp Nou.
The left-back has been a regular for Barca B over the last four seasons.
