According to ESPN, City, PSG and Bayern have all made contact with the Spaniard's representatives in a bid to reach an agreement.
The report says that Ramos is now weighing up each move, taking a number of factors into consideration before reaching a final decision.
While City and PSG have a long-standing interest in the veteran, Bayern have only recently entered the race, with Julian Nagelsmann needing to strengthen at centre-back.
