Juventus, Bayern Munich, Paris Saint-Germain and Manchester United are all believed to be interested in signing the South American on a free transfer ahead of the 2020-21 season.
However, according to Tuttosport, fellow interested clubs Tottenham and Arsenal have an advantage as Willian's family would like to remain in London.
The 31-year-old has contributed seven goals and six assists in 37 appearances for Chelsea during the current campaign.
The attacker recently revealed that he is only interested in signing a new three-year contract with Frank Lampard's side, who have thus far offered just a two-year extension.
