The England international has a contract at Goodison Park until 2015, but it is understood that he is keen to play Champions League football next season, according to Goal.com.
Manchester United have long been linked with the defender as they prepare for life after Patrice Evra, but it is understood that Everton value Baines in the region of £20m.
Baines joined Everton from Wigan Athletic in 2007.
