PSV boss Phillip Cocu recently confirmed that he was interested in signing the 32-year-old South Korean.
The former Manchester United player has now finalised a season-long loan deal with the Eredivise side, according to Sky Sports News.
Park joined Eindhoven in 2002 before leaving for Manchester United three years later.
