According to Globo, Lampard is prepared to get a deal over the line by handing Silva the opportunity to replace Cesar Azpilicueta as club captain.
Jorginho's potential exit from the Premier League giants will free up an opening for the Brazilian to be named as skipper or as deputy to Azpilicueta.
Silva has won eight league titles since his permanent switch to Europe in 2009, seven of which have come during his time at PSG.
