Blackburn Rovers have revealed that they have missed out on the signing of Kim Bo-kyung.
The South Korean was a free agent this summer having been released by Wigan Athletic.
Rovers are under a transfer embargo for breaking Financial Fair Play regulations so are restricted to who they can buy, and a work permit issue means that Kim will not be joining them.
The Championship club said on their website this evening that their application for a work permit had been turned down at a hearing today.
