The right-back is behind Chelsea loanee Todd Kane in Blackburn's right-back slot, so has moved to Bloomfield Road in search of more regular football.
The 30-year-old, who will not be allowed to face his parent club on October 26, joins Blackpool until January 2, 2014.
Orr, who began his career with Newcastle United, spent time on loan at Ipswich Town last term.
