Spurs are without Mousa Dembele, Danny Rose and Kyle Walker, however, with all three players remaining in London ahead of the visit of rivals Chelsea at the weekend.
Dele Alli, who is suspended for that Premier League meeting, also starts in midfield for the visitors this evening just ahead of Ryan Mason in a 4-2-3-1 formation.
Pochettino's men can book their place in the knockout stages of the Europa League with victory in Baku, while opponents Qarabag - who include Dutch forward Rydell Poepon up top - themselves still harbour hopes of advancing through Group J.
