Arsene Wenger has already spent £27m, including bonus clauses, to the Saints for wingers Theo Walcott and Alex Oxlade-Chamberlain.
The Gunners have been watching 17-year-old midfielder Calum Chambers and are ready to fight Fulham and Newcastle United for his signature, according to The Sun.
Chambers is yet to make his first-team debut at St. Mary's but has represented England at under-17 level.
