UEFA has decided to appeal against all sanctions imposed on Serbia and England following their Under-21 clash in October.
The organisation's control and disciplinary board ordered Serbia to play their next qualifier behind closed doors and fined them £65,000.
England duo Thomas Ince and Steven Caluker were also awarded one and two-match bans respectively for their part in a mass brawl which broke out at full-time.
UEFA's disciplinary inspector now has until Tuesday, January 8 to lodge a response, with the case going to an independent appeals body after that date.
The Football Association also now has the same deadline to respond to the charges brought against its players and lodge an appeal of their own.
