Zverotic, who has played over 34 times for Montenegro, joins the club on a two-year deal after spending a couple of years with Young Boys.
Fulham also hold an option to extend the midfielder's contract by a further year in the future.
The 26-year-old has also spent time at FC Wil and FC Luzern.
