The Gunners are understood to have ended talks with the 27-year-old over extending his Emirates Stadium deal after hitting an impasse.
Premier League duo Manchester United and Chelsea are believed to be monitoring the situation, while Barcelona and Juventus are among the foreign clubs tipped to make a move.
According to The Mirror, however, Liverpool now top the list of interested clubs as manager Jurgen Klopp is a big fan of the Wales international and had an approach rejected in the summer.
Klopp is said to have made an inquiry regarding Ramsey's availability, but Arsenal knocked their rivals back as they were confident that contract talks would reach a positive conclusion.
Following this week's bombshell news, though, the ex-Cardiff City ace will become a free agent in eight months' time, although the Gunners may look to recoup some cash in the January window.
