The 25-year-old, who has spent the last two years playing for MLS outfit San Jose Earthquakes, will move to Villa Park until the end of the season.
Dawkins scored 14 goals in 53 games for San Jose.
He has made just one first-team appearance for Spurs. It came in a 4-0 win over Dinamo Zagreb in 2008.
